Amends Arizona law governing resale disclosures for condominiums and planned communities to establish specific caps on transfer-related fees charged by associations.

Limits associations to collecting a maximum of $500 in aggregate transfer fees (beyond document preparation fees), and prohibits any transfer fees not specifically authorized by statute.

Establishes pricing structure for document preparation fees at 10 cents per printed page but not exceeding $250, with existing flat fees allowed to increase no more than 20 percent annually if they were under $250 on December 31, 2010.

Eliminates fees when statements or documents can be delivered electronically, and requires associations to disclose fee amounts to interested parties without requiring payment of a fee to obtain that information.

Clarifies that "unit owner" and "member" definitions exclude licensed real estate salespersons, brokers, escrow agents, and deed of trust trustees acting in their professional capacities.
