Amends Arizona Revised Statutes section 9-511.01 regarding municipal water and wastewater service rates and procedures.

Requires municipalities to prepare written supporting reports for rate increases and hold public hearings at least 30 days after publishing notice of intention to increase rates.

Establishes that rate increases must be "just and reasonable" and prohibits municipalities from demanding unjust or unreasonable water and wastewater charges.

Limits municipal authority to collect unpaid water and wastewater charges from residential properties (four or fewer units) to only the person who contracted for service and physically resides or resided at the property.

Allows property owners to voluntarily contract for water and wastewater service and obligates them to pay for services used, while preventing municipalities from refusing service based on unpaid charges owed by non-contracting parties.
