Amends Arizona Revised Statutes sections 36-882 and 36-897.01 to require licensing fees for child care facilities and certification fees for child care group homes be established using a sliding fee schedule based on the number of children enrolled.

Requires the Department of Health Services to establish annual fees for child care facilities and group homes using the sliding scale approach rather than a fixed fee structure.

Maintains existing provisions that 90% of collected fees go to the health services licensing fund and 10% go to the state general fund beginning January 1, 2010.

Corrects terminology in section 36-897.01 to replace "licensee" with "certificate holder" for consistency with child care group home certification language.

Preserves existing provisions allowing the department to review administrative costs every two years and adjust or refund fees accordingly, with fee reductions exempt from standard rule-making requirements.
