Adds Title 38, Chapter 9 to Arizona Revised Statutes governing public employee political activities, defining "employee" as individuals employed by the state or political subdivisions, excluding elected officers.

Transfers and renumbers former Section 41-772 to Section 38-1202, establishing prohibitions on employee political activity including bans on using political endorsements in appointments and using official authority to influence votes.

Allows employees to express opinions, attend meetings, vote, make campaign contributions, circulate petitions, and advocate for candidates, but prohibits these activities while on duty, in uniform, or at public expense.

Prohibits coercion, discrimination, reprisal, or intimidation against employees regarding permitted political activities, with violations classified as felonies; civil penalties up to three times contribution amounts plus attorney fees apply to prohibited solicitation.

Provides suspension of at least 30 days or dismissal for employee violations; exempts school board and community college district elections from restrictions, allowing employees to serve on those boards.
