Requires impounding agencies to deposit 50% of proceeds from transferring ownership of vehicles impounded for lack of insurance into the Arizona Highway Patrol Fund.

Establishes the Arizona Highway Patrol Fund as the recipient of monies from abandoned vehicle transfers related to insurance non-compliance impoundments.

Maintains existing 30-day impoundment periods and release procedures while incorporating insurance compliance requirements into vehicle release conditions.
