Amends Arizona Revised Statutes to prohibit photo enforcement systems from being used by local authorities or state agencies to identify violators of traffic articles 3 and 6.

Repeals sections 28-1202, 28-1203, 28-1204, and 28-1205, and replaces section 28-1202 with a new prohibition on photo enforcement system use.

Repeals sections 28-1602, 28-3323, and 41-1722, eliminating provisions related to state photo enforcement systems.

Modifies section 28-1592 to remove a provision requiring cases from the state photo enforcement system to be filed within 120 days of the alleged violation.

Modifies section 28-1593 to remove references to photo enforcement system procedures in the service of traffic violation complaints.
