Establishes a $13 penalty assessment on all criminal fines, civil traffic penalties, and motor vehicle violations to fund law enforcement equipment and gang/immigration enforcement initiatives.

Distributes assessment proceeds as follows: $4 to public safety equipment fund, $4 to gang and immigration intelligence team enforcement fund, $4 to investigating agency for officer safety equipment, and $1 to justice courts for case management and automation.

Repeals the state photo enforcement system established in section 41-1722 and related provisions, while amending civil traffic violation filing deadlines to remove references to photo enforcement.

Modifies the public safety equipment fund to include monies from the new $13 assessment and makes funds continuously appropriated for protective armor, electronic stun devices, and officer safety equipment.

Directs 40% of remaining photo enforcement fund revenues (capped at $7 million) in fiscal years 2010-2012 to the public safety equipment fund for law enforcement equipment purchases.
