Requires registered qualifying patients, designated caregivers, and nonprofit medical marijuana dispensary agents to be residents of Arizona.

Mandates that nonprofit medical marijuana dispensaries must be physically located within Arizona.

Prohibits medical marijuana dispensaries from importing marijuana into Arizona from outside the state or exporting marijuana to locations outside the state.

Takes effect only upon affirmative vote of at least three-fourths of the members of each house of the legislature, per Arizona Constitution Article IV, Part 1, Section 1.
