Amends Arizona Revised Statutes section 11-951 to include fire districts in the definition of "public agency" for purposes of intergovernmental agreements.

Adds new section 48-805.01 allowing cities, towns, counties, and fire districts to form separate legal entities to jointly exercise common powers including fire protection, emergency medical services, and ambulance transportation services.

Grants separate legal entities formed under this section the status of political subdivisions with governmental and proprietary powers common to contracting parties, property tax immunity, and ability to sue and be sued.

Authorizes separate legal entities to incur obligations and issue general obligation bonds (subject to voter approval and existing bonding authority limits) to fund acquisition or construction of structures, facilities, or equipment necessary for the joint powers agreement.

Specifies that joint exercise of powers does not expand certificates of necessity or operating rights for emergency medical services beyond those held by individual entities at the time the joint powers authority is established.
