Amends section 48-3603 of Arizona Revised Statutes regarding powers and duties of county flood control districts.

Expands the definition of "flood control and storm drainage facilities" to include bridges over watercourses that are impassable to emergency vehicle traffic for 14 or more days per year, along with all necessary machinery, apparatus, equipment and structures for a complete flood protection system.

Makes minor technical corrections by replacing the word "which" with "that" in two locations within subsection C, paragraph 12.

No substantive changes to the district's existing authority regarding acquisition, operation, maintenance of flood control works, or regulatory functions.
