Adds definition of "human smuggling organization" to Arizona criminal code as an ongoing formal or informal association engaged in smuggling of human beings.

Creates two new felony offenses: participating in a human smuggling organization (class 2 felony) and assisting a human smuggling organization (class 3 felony).

Participating offense includes organizing, managing, directing, supervising or financing a human smuggling organization, directing violence or intimidation, furnishing advice on management, or corrupting public servants.

Assisting offense applies to committing any felony on behalf of or in association with a human smuggling organization.

Mandates enhanced sentences (additional 3 years for class 4-6 felonies, 5 years for class 2-3 felonies) for any felony committed to promote a human smuggling organization, with no eligibility for suspension, probation, pardon or release except by specific statute.
