Requires drivers in the left lane of a divided highway with a posted speed limit of at least 55 mph to move into the right lane within 60 seconds if a vehicle approaching from behind flashes its headlights.

Designates violation of the left-lane rule as a civil traffic violation.

Directs civil penalties collected from violations to be deposited in the public safety equipment fund established under section 41-1723.

Amends section 41-1723 to include section 28-777 violations as a revenue source for the public safety equipment fund alongside existing traffic violation penalties.
