Removes the two-term consecutive limit for board of cosmetology members, allowing them to serve beyond two consecutive terms.

Adds new board powers including the ability to compel witness attendance, administer oaths, issue subpoenas, and delegate license issuance authority to the executive director.

Requires reciprocity applicants to complete classes on infection protection and law review provided by the board or its designee, in addition to existing licensing requirements.

Removes the requirement that the board mail renewal notices 60 days before license reversion to inactive status for both regular cosmetology and instructor licenses.

Makes it unlawful to use titles like "aesthetician," "cosmetologist," or "nail technician" in advertisements or publications without proper licensure, and adds board subpoena non-compliance as a violation.
