Restores coverage for nonexperimental organ transplants under the Arizona Health Care Cost Containment System (AHCCCS) that were previously excluded, including pancreas, lung, heart, liver, and hematopoietic cell transplants.

Appropriates $1,400,000 from the automobile theft authority fund in fiscal year 2011-2012 to the AHCCCS administration to pay for organ transplants.

Amends section 41-3451 to authorize the automobile theft authority fund to be used for organ transplants pursuant to section 36-2907, in addition to its existing motor vehicle theft prevention purposes.

Removes the specific exclusions from AHCCCS coverage for pancreas-only transplants, pancreas after kidney transplants, lung transplants, hematopoietic cell allogenic unrelated transplants, heart transplants for non-ischemic cardiomyopathy, and liver transplants for hepatitis C diagnosis.
