Amends Arizona Revised Statutes § 41-1231 to expand the definition of "lobbying" to include submission of questionnaires, pledges, or grading systems to legislators or legislative candidates by groups of two or more persons acting jointly for purposes of publishing, promoting, or disseminating the results.

Clarifies that for bonding matters, lobbying includes direct communications with school district employees or governing board members, in addition to communications with legislators.

Makes technical corrections to statutory language, replacing "which" with "that" and adjusting punctuation in the definitions section.

Applies the expanded lobbying definition specifically to candidate questionnaires and grading systems distributed by coordinated groups seeking to publicize the results.
