Authorizes Arizona's governor to enter into the Interstate Freedom to Breathe Compact with other states that enact similar laws protecting the right to emit anthropogenic carbon dioxide and greenhouse substances from biological, mechanical, or chemical processes.

Requires party states to recognize and give full faith and credit to each other's freedom to breathe laws and criminal laws that prohibit interference with those freedoms.

Prohibits governmental agents from depriving residents of rights guaranteed under state freedom to breathe laws or penalizing them for exercising those rights.

Establishes that the compact takes effect when at least two states deliver notice of confirmation to each other and federal officials, and allows states to withdraw by enacting a joint resolution.

Allows taxpaying residents of any party state to sue in courts of any other party state to enforce the compact, with each state's chief law enforcement officer responsible for enforcement.
