Establishes a $13 penalty assessment on all fines, penalties, forfeitures, and civil traffic violations collected by courts, with $8 transmitted to the state treasurer and $4 going to the investigating agency for officer safety equipment.

Creates section 12-116.04 to direct assessment revenues: $4 to the public safety equipment fund and $4 to the gang and immigration intelligence team enforcement mission border security subaccount, with $1 distributed to justice courts.

Amends photo enforcement violation procedures to clarify that persons receiving notices of violation in the mail have no obligation to identify the driver or respond, and notices must state this in writing.

Repeals the state photo enforcement system statute (section 41-1722) effective June 30, 2012, and eliminates a prior provision restricting certain county officials from receiving gang and immigration intelligence team funds.

Appropriates $1 million from the general fund in fiscal year 2011-2012 for border security equipment and authorizes use of initial gang and immigration intelligence team subaccount deposits for border security purposes.
