Amends Arizona law to require owners renting motor vehicles without drivers to obtain public liability insurance or demonstrate self-insurance capability before vehicle registration is allowed.

Modifies insurance coverage requirements to reference minimum financial responsibility amounts in section 28-4009 instead of specifying fixed dollar amounts for bodily injury and property damage liability.

Changes liability insurance to apply only when no other available insurance, self-insurance, or bond satisfies minimum financial responsibility requirements, rather than serving as primary coverage.

Clarifies that vehicle owners are not insurers and have no obligation to provide legal defense for renters, while preserving owner rights to indemnity and contribution.

Establishes joint and several liability for owners who rent vehicles without required insurance, and makes violation of registration requirements a class 2 misdemeanor.
