Amends section 34-321 to prohibit Arizona agencies and political subdivisions from requiring public works contracts to mandate prevailing wage rates or project labor agreements as a condition of bidding or performing work.

Adds new subsection C to section 34-321 clarifying that the prohibition on project labor agreements does not prevent private parties from entering into individual collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Amends section 40-360.06 to prohibit the Arizona Corporation Commission from requiring project labor agreements as a condition of approving energy facilities subject to its jurisdiction.

Defines "project labor agreement" as any pre-hire, collective bargaining, model construction or similar agreement that establishes employment terms and conditions on a construction project.

Makes technical corrections to statutory language, including replacing "which" with "that" and "upon" with "on" throughout both sections.
