Governor may enter into an interstate compact with other states to construct and maintain a secure fence along the Arizona-Mexico border on private, state or federal property.

Compact must include provisions for an administering organization, state funding mechanisms including private or public donations, use of correctional inmates and private contractors, and construction on state or federal land.

Arizona may independently construct and maintain a border fence if it does not enter the compact, subject to the same requirements regarding inmate use, private contractors, and property location.

Joint Border Security Advisory Committee is established with 14 members including legislative leaders, appointed representatives, sheriffs from specified counties, and the governor's appointees to oversee border security and fence construction.

Border Security Trust Fund is created and administered by the state treasurer to receive and manage monies for the compact or independent fence construction, with funds exempt from lapsing appropriations and available for investment.
