Requires the Arizona Department of Education to collect data from school districts on students who are enrolled but cannot prove lawful residence in the United States.

Mandates an annual report to the governor, legislature, and secretary of state by December 15 each year summarizing district-by-district enrollment data on noncitizen students.

Report must include research on adverse impacts of enrolling students without proof of lawful residence and detailed cost estimates for educating all noncitizen students and those without lawful residence status.

Allows the superintendent of public instruction to withhold state aid from school districts that fail to comply with data collection requirements.

Provides civil liability immunity to school districts and their employees for good faith actions taken to comply with the law's requirements.
