Amends Arizona Revised Statutes section 11-441 to declare the sheriff as the constitutional and primary law enforcement officer in the county with complete jurisdiction for law enforcement purposes.

Adds language establishing that the duly elected sheriff has complete jurisdiction within each county for law enforcement purposes in addition to existing sheriff duties.

Maintains all existing sheriff powers and duties including preserving the peace, making arrests, preventing riots and disturbances, attending courts, managing county jails, serving process, and conducting search and rescue operations.

Preserves existing provisions allowing sheriffs to command aid from county inhabitants, utilize volunteer posse and reserve organizations, and authorize trained volunteers to carry firearms without a permit while on duty.
