AZ SB1411

Amends county powers to require board of supervisors approval and appropriation of budgets for all elected and appointed county officers, with lump sum appropriations required in counties with populations exceeding 350,000 persons.

Adds justices of the peace to the enumeration of county officers under section 11-401 and allows counties with multiple justices of the peace to manage systemwide resources if authorized by majority vote of justices or required by supreme court administrative order.

Grants elected county officers in counties with populations over 350,000 persons full authority and discretion over office operations, including delivery of services, procurement approval, office organization, personnel hiring and control, and entering into grant agreements without matching requirements.

Requires board of supervisors supervision of county officers to be subject to section 11-401, limiting board oversight authority over elected officers.

Becomes effective September 30, 2011.
