Amends Arizona Revised Statutes section 4-250.01 to clarify that out-of-state persons engaged in business as producers, exporters, importers, or rectifiers must comply with state alcoholic beverage laws as if licensed in Arizona.

Authorizes the director to issue a cease and desist order if there is reasonable cause to believe an out-of-state person is violating alcoholic beverage laws.

Allows the director to impose a civil penalty up to $150,000 against an out-of-state person engaged in the alcohol business who knowingly violates a cease and desist order issued by the director.

Changes statutory language to specify that penalties apply to out-of-state persons "who is engaged in business" and "and who knowingly violates" orders, making the penalty provision more precise.
