Requires school districts and charter schools to provide at least 30 minutes of recess daily for kindergarten and grades 1-5 students, beginning in the 2011-2012 school year, in increments of 10, 15, or 30 minutes.

Mandates that recess consist of structured physical activity either outside or inside the classroom, implemented by classroom teachers.

Allows physical education classes to count toward satisfying the recess requirement.

Excludes unstructured recess time occurring immediately after lunch periods from counting toward the mandatory recess requirement.
