Resolves conflicting and defective legislative amendments to Arizona statutes by identifying which versions should be retained and which versions should be repealed when multiple 2010-2011 laws amended the same statute sections with delayed effective dates.

Specifically addresses 17 different statute sections across education (charter schools, school accountability, joint technical education districts, online instruction, student definitions), military affairs, real estate subdivisions, and land management where overlapping amendments created conflicting statutory text.

For each conflicting statute, the bill amends the primary version to incorporate amendments from conflicting versions, then repeals the conflicting versions to ensure a single, coherent statute section.

Sections 4, 5, 6, 7, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, and 28 apply retroactively to June 30, 2011, while sections 8 and 9 are effective August 31, 2011, and sections 2, 3, 29, 30, 31, 32, 34, and 35 are effective September 30, 2011.
