Changes the chapter heading of Title 28, Chapter 11 from "Abandoned, Seized and Junk Vehicles" to "Abandoned, Seized, Junk and Towed Vehicles."

Adds a new Article 4 to Title 28, Chapter 11 establishing comprehensive regulations for private property trespass towers, including licensing requirements, rate-setting authority by the Department of Public Safety beginning July 1, 2012, and detailed operational standards.

Requires private property trespass towers to maintain records for three years, notify law enforcement within 20 minutes of towing, post signage with business information, maintain specific insurance coverage, and photograph vehicles before removal.

Prohibits private property trespass towers from towing vehicles when owners are present, charging fees contrary to contract terms, transporting vehicles more than 20 miles, and using unlicensed drivers; allows vehicle owners to retrieve vehicles without full payment by providing proof of identity and ownership.

Establishes civil penalties of $1,000 to $5,000 for violations, allows vehicle owners to dispute charges through the Department of Public Safety, and repeals the private property trespass tower regulations on June 30, 2021.
