Establishes criminal background check requirements for Department of Transportation employment and motor vehicle dealer/recycler licensing through fingerprint authorization cards.

Modifies commercial motor vehicle definitions and regulations, including requirements for railroad crossing safety and clarifications on vehicle classifications for licensing purposes.

Creates provisional dealer and automotive recycler licenses allowing applicants to operate pending completion of criminal records checks.

Repeals sections 28-950 and 28-951 (lamp-related provisions) and delays repeal of Title 28, Chapter 12 until March 31, 2012.

Adds Department of Transportation to agencies requiring fingerprint clearance cards and general fingerprint authorization cards for applicants and key personnel under fingerprinting division oversight.
