• Extends public notice period for proposed exchanges from four weeks to six consecutive weeks and requires the Commissioner to issue written findings recommending approval or denial within 60 days after the final hearing.

• Adds requirement that each exchange transaction must be approved by Arizona voters through referendum at the next regular general election, with approval requiring a majority vote of qualified electors.

• Takes effect only if Arizona voters approve a constitutional amendment at the next general election to authorize exchanges of state trust land for other public lands.
