Amends Arizona Revised Statutes Section 43-614 to clarify that the Department of Revenue (rather than just "the department") transfers designated refund amounts to the Department of Economic Security for the special olympics tax refund fund.

Allows Arizona taxpayers to voluntarily designate a portion of their income tax refund as a contribution to the special olympics tax refund fund on their tax return.

Requires the Department of Revenue to subtract the designated contribution amount from the taxpayer's refund after accounting for any debt setoffs.

Permits taxpayers to make additional donations to the special olympics tax refund fund in any amount beyond their designated refund portion by indicating this on their return and including the payment with their tax filing.
