Amends Arizona Revised Statutes Section 41-515 regarding acquisition of land for parkways and scenic and historic roads.

Allows the state to acquire land or scenic easements for establishment or improvement of state highways designated as parkways or historic or scenic roads using state highway user revenues or other funding sources.

Allows local authorities to acquire land for establishment or improvement of county highways, roads, or city streets designated as parkways or historic or scenic roads using local highway user revenues or other funding sources.

Makes maintenance of parkways and historic or scenic roads the responsibility of the governmental body with jurisdiction over the highway.

Permits land acquisition through gift, agreement, purchase, lease, exchange, or other legal means, but prohibits acquisition by eminent domain.
