Mandates private prisons provide written notice 48 hours before transferring out-of-state or federal prisoners, including prisoner names, identifying information, dates, convictions, and sentencing state details.

Requires private prisons to submit monthly reports to state officials on prisoner count changes, capacity changes, and security level changes after transfer.

Authorizes the director of the Department of Administration to impose civil penalties of $100 per day per inmate for failure to comply with notification and reporting requirements.
