Amends Arizona law governing private prisons to require compliance with American Corrections Association accreditation capacity requirements or state department of corrections construction standards, with prison populations not exceeding published capacity.

Requires private prisons to immediately notify the state department of corrections of major incidents involving public health or safety, including infectious disease outbreaks and utility disruptions, with potential civil penalties for failure to provide timely notice.

Mandates that private prisons transferring other states' or federal prisoners provide 48 hours advance written notice to state directors (or 7 days for transfers of 11 or more prisoners) with specific prisoner information including names, identifying information, conviction details, and federal identification numbers.

Restricts private prisons from housing out-of-state or federal prisoners classified above minimum or medium custody, and prohibits housing prisoners with histories of escape, rioting, assault on officers, sexual offenses, or Class 1-2 felonies, as well as those infected with HIV, hepatitis A-C, or tuberculosis.

Requires private prisons to return prisoners sentenced in other states to their state of origin before release and establishes civil penalties of $100 per inmate per day for non-compliance with transfer and notification requirements.
