Amends Section 15-393, Arizona Revised Statutes, relating to joint technical education districts (JTEDs), primarily modifying how student count and average daily membership (ADM) are calculated.

Changes terminology from "average daily attendance" to "average daily membership" throughout the statute and revises ADM caps for students enrolled in JTЕД courses, including satellite programs (not to exceed 0.25 ADM) and centralized programs (not to exceed 0.75 ADM).

Establishes full-time equivalency (FTE) formulas for JTЕД students based on course hours: 0.75 FTE for 369+ hours, 0.50 FTE for 246-368 hours, and 0.25 FTE for 123-245 hours per fiscal year.

Specifies that beginning in fiscal year 2011-2012, the student count for a JTЕД shall be equivalent to the district's average daily membership as defined in Section 15-901, subsection A, paragraph 1.

Makes the bill's enactment conditional on the passage of another unnamed bill relating to legislative corrections of conflicting statutory text in the 2011 session.
