Extends the time period for licensees to notify the director of assignment, surrender, transfer or sale of control from 15 to 30 business days.

Allows the director to charge fees for fingerprint services (until January 1, 2015), electronic signatures on forms, site inspections for restaurant licenses, floor plan reviews, and inspection of unlicensed premises.

Requires on-sale retailers to maintain copies of all required records at the licensed premises, including employee logs, and retain records for two years.

Modifies bar and beer and wine bar license off-sale privileges to allow up to 30 percent (increased from 10 percent) of total spirituous liquor sales by retail price.

Authorizes alternative dispute resolution through client settlement conferences as an option to formal hearings for license violations, allowing payment of fines through installment plans.
