Amends Arizona law requiring school districts and charter schools to select English language learner (ELL) program models approved by a state task force for implementation on a school-by-school basis.

Allows schools to propose alternative ELL programs not based on task force models, with the task force able to approve, conditionally approve, or reject the proposal.

Creates exemption from ELL model requirements for schools that demonstrate strong performance in meeting federal No Child Left Behind measurable achievement objectives for English language learners and receive a letter grade of A, B, or C.

Requires the superintendent of public instruction to notify schools in writing if they lose exemption status and to revoke the exemption if a previously-exempt school fails to meet criteria for two consecutive years.

Requires school districts and charter schools to include the adopted ELL program in their annual report.
