Amends Arizona law to reallocate watercraft registration fees: 15% to the state lake improvement fund and 85% to the law enforcement and boating safety fund (previously distributed differently under section 5-323).

Establishes that monies in the law enforcement and boating safety fund are subject to legislative appropriation and transfers administration from the Arizona outdoor recreation coordinating commission to the Arizona game and fish commission.

Modifies section 5-382 to allow the Arizona state parks board to use state lake improvement fund monies to support staff for administering both the lake improvement fund and the law enforcement and boating safety fund.

Updates section 41-511.04 to clarify that the Arizona state parks board receives applications for projects funded through the land and water conservation fund and state lake improvement fund on behalf of the outdoor recreation coordinating commission.

Amends section 41-511.25 to authorize the Arizona outdoor recreation coordinating commission to establish criteria and review applications for funding from the law enforcement and boating safety fund alongside other outdoor recreation funding sources.
