Amends Arizona Revised Statutes section 13-2308.01 to expand the definition and scope of terrorism offenses to include actions involving infectious biological substances and radiological agents.

Adds 10 new criminal prohibitions including possessing infectious biological substances or radiological agents with intent to injure, manufacturing or distributing such substances, destroying facilities containing them, and transporting radiological isotopes for purposes of committing terrorism violations.

Establishes that possession of infectious biological substances or radiological agents, unless satisfactorily explained, creates an inference that the possessor is aware of the risk these substances may be used to commit terrorism acts.

Provides exemptions for authorized persons including those licensed under federal regulations, armed forces members, government employees, and employees of charitable, scientific, or educational institutions engaged in lawful activities with proper authorization and compliance with applicable laws.

Classifies violations of the amended section as class 2 felonies, with enhanced sentencing to occur if a court finds certain aggravating circumstances apply.
