Amends Arizona Revised Statutes section 41-1608 to clarify that the Department of Corrections or its contracted health service provider may pay for inmate health care services they cannot provide in-house.

Requires reimbursement for inpatient and outpatient hospital services to not exceed the methodology established under section 36-2903.01, subsection H.

Requires reimbursement for health and medical services to not exceed the capped fee-for-service schedule adopted by the Arizona Health Care Cost Containment System Administration under title 36, chapter 29, article 1.

Mandates the Department of Corrections issue an addendum to the current request for proposals (number 10017DC) for privatization of correctional health services requiring private providers to include total costs with provider reimbursements.

Designates the act as an emergency measure effective immediately upon passage.
