Amends procedures for fire district boundary changes, mergers, and consolidations under Arizona Revised Statutes sections 48-262, 48-802, 48-805, 48-820, and 48-822.

Modifies the consolidation process to require each affected district's governing body to adopt a resolution and hold public hearings, with notice to property owners including estimated assessed values and impacts on tax liability.

Allows fire districts to merge or consolidate by unanimous resolution of governing bodies without an election if requirements are met, or to proceed with an election at their discretion.

Adds restrictions on simultaneous candidacy or service of immediate family members who share the same household residence within four years in elected fire district offices.

Establishes that fire district budget notices must be posted at least 20 days before public hearings and on publicly viewable websites if maintained.
