SB 1514 Summary

• Requires county boards of supervisors to notify political party chairmen of dates, times, and places for installation or modification of election management software and allow political party observers to witness these installations.

• Establishes county accuracy certification boards with representatives designated by each recognized political party to test central count tabulation machines and certify that tested election machines functioned properly after ballot tabulation is complete.

• Allows election officials to rotate candidate names on ballots and ballot screens across different precincts or polling locations so each candidate appears a substantially equivalent number of times in each position throughout the jurisdiction.

• Permits election officials to print distinctive precinct or polling location numbers or other identification on provisional ballots to prevent them from being accepted in the wrong voting machine, provided this does not interfere with proper ballot tabulation.

• Directs the legislative council staff to prepare conforming legislation to align Arizona Revised Statutes with the provisions of this act for the 2012 legislative session.
