Provisional community college districts are exempt from establishing base levy limits under section 42-17056, allowing them to form without voter approval of an initial property tax amount.

Provisional community college districts cannot be subject to base limit calculations under section 41-563 that apply to newly formed community college districts, preventing certain fiscal adjustments to county expenditure limits.

Students attending provisional community college districts cannot be counted toward full-time equivalent student enrollment in both the provisional district and a contracting community college district simultaneously.

Provisional community college districts are prohibited from awarding degrees, certificates, or diplomas and are ineligible for state equalization aid or capital outlay contributions.

These amendments apply retroactively to May 16, 2010 for sections 15-1409 and 42-17056, and to June 30, 2011 for section 41-563.
