Suspends distributions from the new school facilities fund to school districts for fiscal years 2011-2012, 2012-2013, and 2013-2014 when districts have actual or anticipated needs for additional student capacity.

Requires school districts facing capacity needs to instead sponsor new charter schools or enter into intergovernmental agreements with existing charter schools to accommodate enrollment.

Temporarily overrides section 15-2041 of Arizona Revised Statutes during the three-year suspension period.
