Repeals Title 36, Chapter 29 of Arizona Revised Statutes (the Arizona Health Care Cost Containment System) effective September 30, 2011.

Requires the Department of Health Services to implement a replacement program beginning October 1, 2011, to provide medical services to medically indigent individuals, developmentally disabled individuals, and those receiving behavioral health services.

Distributes projected savings from AHCCCS termination as follows: $200 million for behavioral health services, $200 million for developmental disability services, $500 million for indigent medical services, and $900 million to the state general fund.

Exempts the Department of Health Services from standard rulemaking procedures for two years following the act's effective date to expedite implementation.

Declares the act an emergency measure effective immediately.
