Establishes the Arizona Review Committee on School Funding consisting of the Governor or designee, the Superintendent of Public Instruction or designee, seven governor-appointed members, three president of senate-appointed members, and three speaker of house-appointed members, all with expertise in education, public policy, or economics.

Committee members serve at the pleasure of their appointing authority and receive no compensation; the committee must select a new chairperson annually and meet at least once per calendar quarter with a majority constituting a quorum.

Department of Education shall provide staff support, assistance, and resources to the committee as directed.

Committee shall collect, evaluate, and assess information on school funding including national rankings, academic performance rankings, and overall school quality in Arizona, relying only on scientifically reliable research.

Committee shall identify the most scientifically sound national ranking study of state school performance, duplicate its data elements using the most recent data, identify characteristics of top and bottom ten ranked states, and submit annual findings to the Governor, legislative leaders, and Secretary of State by December 1.
