Amends section 11-201 to require the board of supervisors to appropriate sheriff budgets in lump sum form rather than by line item.

Creates new section 11-453 establishing that elected county sheriffs have full authority and discretion over delivery of goods and services, procurement decisions, office organization, personnel management, and grant agreements within their allocated budget.

Allows sheriffs to transfer funds saved during the fiscal year between functions under their control, including federal prisoner housing monies.

Requires the board of supervisors to immediately appropriate any federal funds received for housing and supporting federal prisoners directly to the county sheriff.

Modifies section 11-251 to make board of supervisors' supervision of sheriff's official conduct subject to the new section 11-453 provisions regarding sheriff budget control and accountability.
