Exempts interstate transmission lines operating at or above 115 volts from Arizona's normal power plant and transmission line siting requirements if they have completed a federal National Environmental Policy Act process resulting in a final environmental impact statement.

Requires applicants to file evidence of the final environmental impact statement with the Arizona Corporation Commission's docket control.

Directs the commission to hold a public meeting for comments and issue a certificate of environmental compatibility within 75 days of filing, allowing construction and operation after obtaining other necessary state permits.

Certificate of environmental compatibility is issued for a minimum of 15 years and is eligible for renewal.

Deems the certificate automatically issued if the commission fails to act within the 75-day timeframe.
