Amends Arizona Revised Statutes section 15-341 to require school district governing boards to prescribe and enforce policies prohibiting pupils from harassing, intimidating, and bullying other pupils on school grounds, school property, school buses, school-sponsored events, and school computers and networks.

Expands anti-bullying policies to specifically include harassment, intimidation, and bullying conducted through electronic technology and electronic communications.

Defines "bullying" as conduct that adversely affects a student's ability to participate in school or places them in reasonable fear of physical harm based on actual or perceived race, color, national origin, sex, disability, sexual orientation, gender identity, religion, or other distinguishing characteristics.

Defines "harassment" as conduct that adversely affects a student's ability to participate in school because it is severe, persistent, or pervasive based on the same protected characteristics as bullying.

Requires anti-bullying policies to include procedures for confidential reporting, parent submissions, staff reporting requirements, documentation processes, investigation procedures, disciplinary actions, and consequences for false reports.
