Amends Arizona law to require private owners to repaint government vehicles and remove official insignia before driving them on public highways, with specific requirements for yellow vehicles and black-and-white police vehicles.

Exempts vehicle manufacturers, dealers, law enforcement agencies, funeral escort vehicle owners, and motorcycles without insignia from the repainting requirement for black-and-white police vehicles.

Adds a new ground for vehicle removal and impoundment: driving a motor vehicle described in the repainting statute that has not been repainted as required by law.

Establishes that peace officers can remove and impound vehicles that display police markings or official insignia and have not been repainted in compliance with the statute's requirements.
