Prohibits school districts from spending money on memberships in associations that attempt to influence election outcomes or advocate for or against pending or proposed legislation.

Establishes civil penalties up to $500 plus misused funds for violations, with the attorney general or county attorney authorized to file suit in superior court and all collected penalties going to reimburse prosecution costs.

Requires the attorney general to publish and distribute guidelines regarding prohibited activities and allows school attorneys to request legal opinions on whether proposed uses of district resources would violate the law.
